- Utah - $75.00 NOTE: Utah includes a passport quality picture, copy of your picture ID, application certification, fingerprint card, & envelope addressed and ready to mail to Bureau of Criminal Identification

In addition, the Oregon state fee is $65.00 and the Utah state fee is $65.25.

Twice a month we have a class at the Plumbers & Steamfitters Local 290 Training Center located behind (to the north) of the Kingsford Mfg. Plant. These classes are held at 6:oo p.m. and/or 9:00 a.m. Please call (541.908.6548) so you can be registered for the class of your choice. The location is: 2861 Pierce Parkway, Springfield, Oregon 97477. We also try to have a class in Cottage Grove once a month.

We are available to teach in all counties in the State of Oregon and any other state that accepts the Utah conceal and carry weapons permit. Call for more information (541.908.6548).

We teach private classes in your home when sponsors have arranged for enough people to justify the travel. (Minimum of 5 for the Cottage Grove - Eugene area and a minimum of 10 outside the South Willamette Valley area.) We have taught in St. Helens, Bend, Sweet Home, Sandy, Wilsonville, Sherwood, Eugene, Springfield, Cave Junction, Drain, Roseburg, Elkton and Cottage Grove. When scheduling we look for times and places that maximize our opportunities to be of service to the customer/student.

For those who open their homes and arrange classes by bringing in their families, friends, and/or co-workers we offer discounts depending on the distance the instructor and his assistant have to travel.

In special circumstances we teach private individual classes; shut-ins, disabled, elderly, time constricted, etc.

When possible, we teach at the times that work best for you.

Last, the length of the class varies depending on the backgrounds of the students. We taught one class with 14 holders of the Oregon permit. They wanted the Utah permit as well. It took 4 hours. We recently finished a class with 15 new to the experience of shooting. The class portion took slightly over 4 hours.

The third question is: What do I need to bring? Do I have to bring a gun?

To qualify for the CHL/CFP Permit in Oregon and/or Utah you have to have a safety class. That is what we primarily teach, safety.

For the classes held at the Union building do NOT bring your handgun. You may bring your own firearm or another's pistol or revolver to private homes if they agree. DO NOT BRING AMMUNITION TO ANY CLASS!

If we are teaching the NRA Basic Pistol Class which includes an element of shooting familiarization, you need to bring 100 rounds of the caliber you intend to shoot. The shooting portion of the class is an additional $35.00. Call for times and places.

Your driver license or some other form of government issues I.D. with your picture on it.

Bring payment. We take cash and/or checks made out to OCHLC.

You should NOT bring any recording devices of any kind.

If you are attending a shooting class, you also need to bring appropriate eye and hearing protection, and a baseball cap or some other hat that provides shading for your eyes.

The applicant must be a citizen of the US or legal resident alien of at least 6 months with application to become a citizen.

Must be 21 or older.

Not a convicted felon. Expungement is available in some cases.

Not convicted or found guilty of a misdemeanor (with some exceptions - please call).

Have no outstanding warrants for your arrest or free on any form of pretrial release.

Have no outstanding Stalking Order or Restraining Order.

Demonstrates competence with a handgun per ORS 166.291(f)(G): "Completion of any firearms training or safety course or class conducted by a firearms instructor certified by a law enforcement agency or the National Rifle Association if handgun safety was a component of the course... ."
PAGE START For the purposes of an Oregon CHL, who is a resident?
For almost every class we get asked one or more questions concerning Oregon residency and residency requirements for a CHL. The following is a quick overview of the statute (ORS 166.291(8&9). For questions requiring a more in depth response please email or call us (541.579.3500) or the Sheriff's Office Conceal and Carry Division of the county in which you are a resident.
The county sheriff may waive the residency requirement for a resident of a contiguous state who has a compelling business interest, owns property, or has other legitimate demonstrated needs.
Also, for purposes of a CHL a person is a resident of a county if the person has a current Oregon driver license issued to the person showing a residence address in the county; is registered to vote in the county and has a memorandum card issued to the person under ORS 247.181 showing a residence address in the county; has documentation showing that the person currently leases or owns real property in the county; or has documentation showing that the person filed an Oregon tax return for the most recent tax year showing a residence address in the county.

With a concealed handgun license in Oregon can I carry a loaded concealed handgun while on an ATV? The short answer is NO! Within the statute there is no exception for those who have a concealed handgun license. The statute is set forth below:
ORS 821.240 Operating snowmobile or all-terrain vehicle while carrying firearm or bow; penalty. (1) A person commits the offense of operating a snowmobile or an all-terrain vehicle while carrying a firearm or bow if the person operates any snowmobile or all-terrain vehicle with a firearm in the possession of the person, unless the firearm is unloaded, or with a bow, unless all arrows are in a quiver. (2) The offense described in this section, operating a snowmobile or an all-terrain vehicle while carrying a firearm or bow, is a Class B traffic violation.
